Action column blank for line in log file

I have a user of SVN who updates his svn and next to the added and updated files a file was listed, but the action field was empty.

I know for sure that the file in SVN was changed, but is was not updated on the local machine.

Why was the local file not updated?

and

Why was the action column empty?

I hope someone can help me with these questions, because we are puzzled here.

Check the status of the file with the check-for-modifications dialog.
Maybe the file has a switched status?
